Waterford Board of Education Appoints Superintendent of Schools


The Waterford Board of Education is pleased to announce the appointment of Mr. Thomas Giard as its new superintendent of schools.  Mr. Giard was selected following a four-month long search that included input from Waterford teachers, staff, parents, business leaders and community members.


Mr. Giard has been serving as Assistant Superintendent in Meriden since 2012.  He has been active in education since 1997.  He began his career as a middle school teacher in Columbia, Connecticut and Salem, Connecticut.  His first leadership assignment was as an intermediate School Assistant Principal in Colchester, Connecticut.  He then served as a Middle School Assistant Principal in Montville for one year and Principal for four years. Mr. Giard was appointed Director of Personnel in Meriden in 2010, and in 2012 he was promoted to his current position of Assistant Superintendent for Personnel and Staff Development.


As a key member of Meriden Public Schools’ Senior Leadership Team, he has been actively involved in the writing of the district improvement plan, budget development and monitoring. He has also been a key participant in grant writing and acquisition, as well as district policy development.  His current position has provided him with the opportunity to negotiate several times with his district’s bargaining groups. One of the principal achievements of negotiations in which Mr. Giard participated was the institution of major changes in health insurance that reduced costs, and staved off reductions and layoffs.  In addition, he led several major district initiatives including the implementation of a Teacher Leadership Academy, The Meriden Learning Walks Program, and a Peer Observation model.


Mr. Giard believes in educating the whole child.   Consistent with that belief, he is committed to inspire, excite and motivate staff by investing in their personal and professional growth and believes an investment in the staff is an investment in the students.


Mr. Giard received his B.A. in Social Studies and Education from Eastern Connecticut State University, his Masters degree in Special Education from Southern Connecticut State University and his 6th year in Educational Leadership from Sacred Heart University.  He also holds a Connecticut Middle Grades Certification, a Connecticut Administrator Certification and a Connecticut Certification for Superintendent of Schools.  From 2012 to the present, he has been serving as an Adjunct Professor at the Griswold, CT Campus of Sacred Heart University.
